Mercy Corps has been working in Afghanistan continuously since 1986 with a large portfolio of programs addressing the promotion of sustainable licit livelihoods, agriculture development, youth vocational training, Renewable Energy and natural resource management; it has helped more than 2.5 million Afghans through these wide-range of community–based agriculture and economic development programs. Mercy Corps is working in Kabul, Kandahar, Helmand, Uruzgan, Herat, Takhar, Badakhshan, Parwan, Baghlan,,Samangan, Balkh and Nangarhar.

Mercy Corps has been continuously operational in Afghanistan since 1986, implementing more than 50 programs and is currently working in seven provinces of Afghanistan. Programs focus on the improvement of the lives and livelihoods of Afghan farmers, businesspersons and women, with an increasing focus on youth.
The KfW funded District Development Fund (DDF) program for Northeast of Afghanistan is part of the NRM Sector of the Mercy Corps Afghanistan Country Program.
The Project concerns the rehabilitation & construction of civilian, small to medium sized basic infrastructure measurement at district level in six provinces in Northern Afghanistan while working through and with local governance structures in a participatory way. The purpose of the project is to improve living conditions in the focus districts of programme through improved access to basic infrastructure and to strengthen local governance structures by doing so. This is to contribute to enhancing citizens’ trust in the legitimacy and functionality of the Afghan state and its ability to provide basic services.
GENERAL POSITION SUMMARY:
The Site Engineer is responsible for performing technical survey, assist in design process, directly responsible for implementation, monitoring and reporting on engineering project activities and administrative tasks in the assigned district. S/he will with construction companies’ engineering staff in order to effectively implement planned projects in the assigned district.
ESSENTIAL JOB FUNCTIONS:
Survey; estimation, design, and implementation support of infrastructure projects and other engineering sub-projects prioritized by program leadership with communities.
Develop and maintain good relationships and lines of communication with relevant local authorities and communities, explaining MC’s role as an NGO and liaising with them during all phases of the constriction projects implementations.
Work with design engineer to produce projects designs, calculations, estimations and technical specifications, etc.
Closely work with the program team in identifying community needs and ensure that the process of selecting of projects.
Monitor and evaluate technical quality of engineering projects at all phases; identification, design, implementation and make recommendations for improvements.
Report all technical matters to the engineering unit on weekly, biweekly, and Monthly basis as recommended and required.
Ensure that all steps of project implementation, progress, problems, constraint, and monitoring is documented and reported and all documents in hard copies and soft copies are properly maintained.
Report any variations or problems with implementation of projects (personnel, financial, schedules, technical) to the Senior Engineer.
Coordinate with local authorities to obtain required permissions.
Ensure that the communities have full understand of the infrastructure projects.
Ensure that there is community contribution during the implementation phase.
Upload required information to the remote monitoring system.
Conduct frequent site visits to determine any deviation and challenges, and suggest appropriate solutions.
Assist Senior Engineer to prepare technical specification for infrastructure projects.
Assist Senior Engineer to prepare all technical documentation for the tendering process.
Ensure full adherence to the MC security plans and protocols conscientiously respecting the declared 'go' and 'no-go' zones.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian/development mission in Afghanistan.
If requested, communicate with donor’s engineers to address comments and answer questions.
Ensure and maintain a proper filing system as both hard copies and soft copies.
Other duties assigned by supervisor.
Bachelor degree in Civil Engineering, knowledge of survey engineering is an advantage.
Having high skill for performing of technical survey (by total station + Civil 3D)
Minimum 3-year experience supervising construction works.
Excellent communication skills; listening, comprehension, and feedback.
Understanding of basic drafting and design concepts
Ability to work in a multi-task environment
Excellent knowledge and experience of the construction process and techniques
Skill using MS Excel and database programs
Strong organizational and communication skills.
Ability to interact effectively with international and national personnel.
Knowledge of English language is plus, knowledge of Pashto and Dari is essential.
Experience in developing clear and concise construction documents for tender.
Strong computer skills on MS Office programs, Auto CAD 2D and 3D, Primavera, MS project, 3D Max and MS office.
