Afshar Hospital is a non-profit, non-governmental, with charity organization dedicated to saving lives and relieving suffering through health care training and medical relief programs. It is a 100-bed general hospital located in Omid Sabz Township-Darulaman established in March 2009 by non-governmental organization AMOR-AHO (Alliance for Medical Outreach and Relief and Afghan Health Organization), which provide all health services that a well-established and well managed hospital must provide along with health educational programs and village clinic Ante-partum, post-partum and Neo-natal care.

Nature of Work and Responsibilities:
• To attend morning meetings, management meetings, committee meetings and other meetings when invited.
• Ensure timely starting and conducting IPD rounds both Pediatrics/ Neonatal patients and ensure that every opportunity to teach is taken.
• Ensure timely starting OPD services and daily confirm the availability of the staff in OPD from 8:00AM to4:00PM.
• To work with the Medical Director to develop protocols for Pediatrics/ Neonatal problems and emergencies and ensure they are followed
• Strictly adhere to all the values, policies, and procedures of Afshar hospital
• Be supportive of administration and lead the duty team in an efficient, flexible, and Professional manner.
• Always be honest in every regard and refuse all bribes.
• Communicate responsibly with the head of the department regarding all issues of concern related to quality patient care and effective employee communication.
• Ensure a good working atmosphere with co-workers and subordinates during duty hours.
• Ensure good coordination and communication with related departments in the hospital
• Including but not limited to Maternity department, lab, radiology and pharmacy.
• Active participation and conducting of academic seminars and presentations leading to the enhanced knowledge of professional staff.
• Arrive on time at the beginning of each shift.
• Remain at Afshar hospital facility site throughout the entire scheduled shift.
• Perform all day, night, weekend and holiday shifts as scheduled.
• Coordinate the monthly education calendar

• Ensure that all department staff perform a comprehensive admitting examination for all Pediatric and Neonatal patients admitted to Afshar Hospital via OPD, Urgent care, or Maternity.
• To be responsible for managing the neonatal consultation in Maternity as well as Urgent Care departments and discuss/review all treatment plans or any other intervention needed. He/ She is responsible for managing the neonatal referrals in maternity or ER if required.
• Ensure that all patient charts are completed with accurate documentation of patient’s history, examination findings, lab results and other tests
• Review the investigation and treatment plan of other pediatricians to ensure the highest quality care.
• Ensure that a minimum of two documented patient assessments each shift are completed and include revision of the treatment plan as clinically indicated.
• Participation in daily patient rounds and leads the supporting clinical staff in their
• Perform all necessary pediatric and neonatal procedures that he/she is qualified
to perform in a time sensitive manner that supports the highest quality of patient care.
• Monitors all Pediatricians to insure that they provide counselling, information, and support to the patient’s attendants/parents regarding the nature of their child’s illness, the procedures performed, and treatment plan in a timely manner.
• All information should be provided in a supportive and compassionate way
and in the language most easily understood by the attendant/parent.
• Ensure that all Pediatricians attend all neonatal deliveries performed at Afshar hospital including vaginal deliveries and C-sections regardless of what department they are performed in.
• Manage the neonatal resuscitation team according to Afshar Hospital policy so that all deliveries that require close monitoring of the newborn are attended on time.
• Ensure that all Pediatricians complete the Newborn Assessment page 1which includes antenatal history, initial vital signs and APGAR scores at the time of delivery. Complete page 2 of the newborn assessment within 4 hours of delivery, preferable at the time of delivery.
• Provide a proper report to the physician coming on for the next assigned shift through.
• Properly manage the referral of all infants so that when they require transfer to an advanced facility, the pediatrician will be responsible for making a proper referral plan, arranging the proper transfer per availability at that facility.
• Manage all pediatricians so that a comprehensive report to the physician at the receiving hospital is always given with good documentation.
• Provide a follow up plan to the patient’s attendant/parent when discharged both verbally and in writing in their language of choice.
• Complete all required summaries and supporting paperwork immediately after discharge and provide for the delivery of these records to medical records.
Special Requirements of the Post:
• Honesty and professionalism in all dealings with patients, their relatives, other hospital staff. Refer to the Afshar Hospital Value Statement.
• Ability to use computer to obtain relevant information, research topics, enter data, write reports etc.
• Have completed a Specialty Fellowship in Pediatrics with Certificate.
• Minimum of five years working as a Specialist in Pediatrics.
• Minimum of two year working in the Neonatal Specialty.
• Served in a supervisory role for two years.
• Able to admit mistakes and work well in a team.
• Good communication skills. Team approach to medical care.
• Good teaching skills and willingness to pass on knowledge.
• Willing to learn from seniors and visiting doctors.
• Fluency in English, Dari and Pashto advantageous.

Position title: Community Health Officer
Emerging Leaders Consulting Services (ELCS) is a dynamic research and business consulting firm, differentiated by experience, business integrity and innovation. ELCS scope of engagement spans across several sectors, namely public health, education, private sector development, conflict and humanitarian emergencies and the environment. Since establishment in 2008, ELCS has worked with over 45 international organizations, development partners, diplomatic missions and government institution across seven sectors. ELCS specialized competencies include program design and management, research and survey design, monitoring and evaluation, human and institutional development and implementation science.
Background to AFIAT Project:
ELCS serves as a core partner in the newly awarded USAID-funded Assistance for Families and Indigent Afghans to Thrive (AFIAT) project. The project works to improve access to, delivery of quality health and nutrition services in the country. Working with the Ministry of Public Health and other partners including private sector institutions, AFIAT will strengthen the performance of the Afghan healthcare system through a range of technical assistance activities targeted at different levels of the health system outlined in the two main packages of BPHS and EPHS. To support the implementation of the project at the primary health system level, ELCS requires the service of Provincial Community Health Officer in AFIAT support provinces.
The Community Health Officers “CHOs” will represent ELCS in AFIAT’s provincial offices.
The CHOs will provide support to Community Targeted Support Team (TSTs), while leading discussions with Community Health Supervisor “CHS”, Community Health Worker “CHW”, and local communities on strategies to link the TSTs with local communities. They will provide field-level support during the implementation of the project. Specifically, they will be working with AFIAT PI officers to support Targeted Support Teams (TSTs) in their work. In close collaboration with PPHO, Implementing NGOs and AFIAT, the CHOs will provide support in the establishment of the community TSTs. Specifically, the CHOs will provide support to prepare TSTs for their role including the purpose of TSTs, their scope, and implementation strategy/approach. Moreover, the CHOs will lead to strengthening linkage with local communities in targeted HF catchment areas. The CHOs will work with local communities in particular CHS, CHWs, Health Shuras, Family Health Action Groups (FHAGs), any respected community groups and any relevant cross-sectoral actors to engage them in the TST work including assessment of quality and delivery of community healthcare services in target areas. They will support communities to share their views regarding the quality of healthcare and provide feedback to the (Health Facilities) HFs through the development of community compacts and community scorecards.
The CHOs will also provide support in other areas of the project implementation including, overseeing data collection of different surveys proposed during the life of the project. This will involve, identifying locally trained researchers and surveyors, supporting field arrangements including coordination with local PPHOs and NGOs, provincial authorities and overseeing the quality of data, and sending data to the central level for further analysis.
Specific Responsibilities of the Position:
Work with AFIAT Senior Field Office Manager and PI officers to implement project activities in target health facilities and community level.
Collaborate with AFIAT Senior Field Office Manager and PI officers to initiate dialogue with PPHOs in support of project implementation.
Provide inputs in project implementation modality in particularly roll out of TSTs
Work with Senior Field Office Manager and PI officers to represent the AFIAT project on different provincial platforms.
In support with Senior, Field Office Manager establish contact with BPHS implementing NGOs and other organizations operating in AFIAT supported projects
Establish close ties with and mentor Community health supervisors, CHWs, and local communities in particular key influential community members with a focus on respectful maternity care and gender-sensitive care for the related CBHC activities.
Collaborate with Senior Field Office Manager to lead provincial planning including field visits by TSTs in support of project activities.
Provide community-level support to the TSTs for further engagement of the community.
Lead initiation of dialogue with local communities regarding AFIAT and the TSTs: Provide support and guidance to local communities including an orientation on the TSTs, their role, scope, and ensure their representation in the composition of TSTs
Work with local communities to improve their participation in TSTs and other provincial-level platforms.
Support local communities, the Health Shura representative in their role while serving as TST member.
Work with local communities to prepare them for the rapid assessment and follow-up TST visits at the community/HPs level.
In collaboration with local communities, map existing community compacts that can be replicated for use in AFIAT.
With support from the AFIAT national team, particularly the Senior Community Health Advisor and Senior Field Office Manager and PI officers, development and or adapt the community compacts and scorecards.
Coordinate TSTs related activities with local communities including their visits to HFs.
Provide support in the field arrangements for the surveys proposed by AFIAT during the project.
Provide support in the coordination of the survey implementation with local authorities including PPHOs, NGOs, and local communities.
Oversee implementation of project surveys by conducting data quality assurance visits from the survey sites.
Prepare and submit an activity progress report to the line supervisor on a frequent basis.
Timely submission of survey data to the central level for further analysis
Willing to travel in the province as needed and according to the security recommendations given by the provincial Field Office Senior Manager.
Comply with AFIAT field office regulations.
Any other relevant activities deemed needed by AFIAT.
Documentation and Learning:
Document and cost the overall provincial TST interventions. Timely submission to allow the central analysis of TST interventions in coordination with PMO, on a quarterly basis.
Document project success stories and prepare case studies for publication by AFIAT.
Conduct and document end-of-project learning reviews, and share lessons learned and best practices.
MD degree, Midwives and Nurses from recognized university or institutes
At least 3 years of relevant experience in the Afghanistan health system.
Good knowledge of Afghanistan's health system.
Demonstrated practical experience working with BPHS and EPHS projects.
Past experience working with USAID support health projects is preferable.
Knowledge and Skills
A clear understanding of the healthcare system in Afghanistan
Knowledge of different community health interventions proposed in BPHS and EPHS packages including, RMNCH, Nutrition, child health/EPI, and Tuberculosis.
An understanding of Afghanistan’s socio-cultural norms including local community dynamics.
Knowledge of present gaps in community-based health programs and quality of services in Afghanistan is preferable.
Proven track record, leading community-based health projects is preferred.
Knowledge of different Monitoring and Evaluation and supervision techniques including supportive supervision and excellent communication skills.
Past experience working with local communities in health-related projects.
Knowledge of different capacity-building programs implemented in the past is preferred.
Demonstrated skills in community mobilization and participation techniques.

Ability to take initiative and lead work process with less supervision.
Experience in designing training or mentoring workshops is desirable.

Management Sciences for Health (MSH) seeks a Senior TB Advisor for a potential 5 -year USAID-funded health program in Afghanistan
This position is subject to project award and funding.
The Senior TB Advisor will lead the implementation and scale up of an Urban DOTS Program and approaches in their designated city in close coordination with the NTP/MoPH as well as both public and private health actors. S/he facilitate and lead capacity building with PPHO, NTP and other directorates to oversee and manage Urban DOTS Programs; s/he will work with service providers at all levels to integrate TB including awareness, SBCC, and issues around stigma. S/he will implement interventions that improve DS-TB and DR-TB case detection at point of service (uCHWS, pharmacies and facilities). The Senior TB Advisor will develop and oversee activities to integrate DS- TB and DR-TB case detection and diagnosis in a variety of public and private health facilities , maximize utilization of existing GeneXpert and microscopy diagnostics for early diagnosis for DS-TB and drug resistant DR-TB. S/he will contribute to DS-TB and DR-TB referral network/system focusing on community care and develop strategies to work address TB in key and vulnerable populations. S/he will also provide supportive supervisions and mentorship to DS –TB and DR-TB centers to improve the quality of patient management and treatment outcomes.
S/he will be expected to maintain MSH’s professional and procurement integrity standards in all activities.
REQUIRED MINIMUM EDUCATION:
