PURPOSE OF POSITION
S/he will implement health interventions in Naw Abad or any other designated Health Facility and respective communities.
Coordinate with Herat Department of Public Health and introduce the project and its health component.
Together with the Health Assistant, mobilize the target communities on the health component of the project.
Conduct a health facility assessment in the target area and produce the assessment report.
Identify the needs of the target health facilities in terms of medical and non-medical supplies and equipment and IEC materials.
Coordinate with WVA Pharmacy Coordinator in relation to any types of medical and non-medical supplies required for the respective project.
Developing the monthly consumption reports of the medical supplies, which is required to be, submitted WV Health Sector Pharmacy Coordinator.
Submit monthly HMIS report and other health statistic to designated health sector HMIS focal point.
Timely raise PR on Provision for all needed supplies and equipment.
Do the technical check for the requested supplies and equipment; deliver them to the health facilities on monthly basis.
Establish a commodity tracking system for all supplies that will be delivered to Herat Department of Public Health.
Identify the personnel needs of the health facility and accordingly develop JDs and PRFs for their recruitment.
Recruit the health personnel and second them to the health facility.
Prepare a suitable working environment and provide them will the needed supplies and equipment.
Provide continuous support the seconded health personnel, supervise them and review their performance.
Identify the capacity building needs of the health personnel in the target area.
Conduct capacity building training for the health personnel of the target health facilities.
Print out and provide training materials, protocols, standards, guidelines, and IEC materials to the target health facility.
Set-up a referral system or severe cases patients.
Identify severe cases and support their referral to government hospitals.
Prepare project reports for management and partners to keep them informed of program progress.
Provide monthly activity reports to the PM.
Coordinate with Health Sector Lead to present project progress report to DoPH and any other governmental department when required.
Coordinate closely with other NGOs in the area to ensure complementary programming.
Participate in sector program meetings including program development and contingency planning discussions on emergency preparedness designated to provide technical and operational information, advice and support.
Other tasks assigned by the Health Officer.
Minimum education, training, and experience requirements to qualify for the position:
B.A in medicine.
At least 4 years of experience in provision of BPHS services in Herat governmental CHCs/hospitals.
Master’s Degree in Public Health
Fluency in English, Dari and/or Pashto, both written and spoken
Excellent English speaking and writing skills,
Knowledge of MS Office and statistical programs
Ability to work in a team environment.
Strong skills in oral and written English and Dari.
Good skills of report writing
Thorough knowledge of HMIS system.
Preferred Skills, Knowledge and Experience:
Demonstrable experience in child protection, child rights
Strong monitoring skills
Interpersonal, management and conflict resolution skills.
Communication skills and knowledge of local communities.
Understanding of Child Protection issues.
Understanding of Gender issues
Prior managerial experience in health projects.
Ready to work closely with community and the involved stakeholders.

Position title: Surgeon Specialist
About AKHS-A (Aga Khan Health Service-Afghanistan)
Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan.
Conduct daily ward rounds for support to MDs, observation and review of patients.
Run specialist clinics on a regular basis.
Regularly monitor patients' progress and provide documentation.
Attend to emergency cases when necessary and be on 24 hrs call.
Carry out routine and emergency surgical operations and other procedures.
Ensure complete daily documentation of patient case notes/files
Ensure complete discharge, referral and feedback procedures for patients
Counsel patients and relatives on health management.
Maintain regular contacts with heads of other departments to ensure harmonization of patients' management.
Review and develop appropriate policies and procedures for patients' health care to formulate best practice guidelines based on EPHS.
Ensure timely availability of required support services in the process of treating patients, particularly when referred to other specialists.
Liaise with other consultants on handling specialized cases in provision of patients' health care.
Prepare timely and accurate medical reports, audits and mortality reviews.
Ensure medical records activities are effectively implemented
Teach other health care providers/MDs about specific techniques of medicine services.

Refer incomplete and complete abortions to nearest HFs. providing counseling in case of miscarriage, stillbirth, neonatal abnormality and neonatal death. Provide PMTCT services. Record keeping and data collection. Conduct training and continue medical education to CHWs(Community Health workers) (Mentorship). Maintaining infection control technique. Counsel, manage and referral of SGBV cases. Adherence to all organizational policies and procedures as outlined in RIs’ policies and procedure manuals. Responsible for establishing and maintaining a good working relationship with all ASLO staff and for attending and participating in regular staff meetings. Conduct him/herself both professionally and personally in such a manner as to bring credit to ASLO and not to jeopardize its humanitarian mission. Any other duties as assigned from time to time.
